DOVER, Del. (AP) — Democratic Gov. John Carney says his plans for Delaware include making mail-in voting permanent and mandating higher use of renewable energy sources.

Carney said in his State of the State address Tuesday that his goals also include providing body cameras for every police officer in Delaware and increasing education funding for disadvantaged students. He also pledged to continue working to ensure that as many Delawareans as possible receive the COVID-19 vaccine, even as restrictions he imposed on businesses and individuals remain in place.

Carney will unveil his proposed budget for the fiscal year starting July 1 on Thursday.
